Introduction

This report builds on the Feasibility Report submitted on 18 November 1996. Since that time, the majority of the design and implementation details has been determined. This report explains those details, including supply design, peripheral selection and interfacing, and fail-safing. Finally, a budget and implementation plan are presented.
